In 2019, Barbados, led by the Ministry of People Empowerment and Elder Affairs, began a process to streamline and optimize over 200 social protection programs across the nation. This effort culminated in the creation of the PULSE-MIS (Poverty Reduction Utilizing Labor Social Empowerment Management Information System). Fast forward to 2024, and PULSE-MIS has successfully completed its pilot phase, marking a significant milestone in modernizing Barbados’ social safety net.

What does PULSE-MIS achieve?

  • Supporting assistance programs from education and food to childcare services.
  • Unifying processes for all departments within the Ministry in the scope of the Amalgamation program.
  • Enabling beneficiary management through a case management module.
  • Aiming to connect the government with citizens through a public portal in the future.

During the webinar, Dorian Best, Project Officer MIS, shared the challenges encountered during the pilot implementation of PULSE-MIS and provided invaluable insights gained from this experience. These lessons are pivotal in the pursuit of building more inclusive social safety nets in the digital age. Additionally, Bridget Lewis, Chief Change Facilitator, underscored the critical role of change management when implementing and piloting digital social protection MIS.

Furthermore, Hayk Vardanyan, Project Manager at Synergy, shed light on the technological aspects of implementing a social protection MIS and spotlighted the main problems solved with the introduction of the digital social protection system.

Synergy Digital Talks explored the role of GovTech in advancing development effectiveness from the perspective of the government and the development partners. We discussed how data and technology can be used to improve the efficiency of development initiatives around the world. During the last session, we also showcased one of the contemporary Aid Management Information Systems – the Synergy  Development Assistance Database (DAD).

  • Session 1: Government Perspectives – October 17
    With our guest speakers, we focused on development goals and challenges that countries have leading to AMIS adoption. We explored Ghana’s experience with Synergy DAD-powered AIMS, covering initial challenges, positive impact, and considerations for system upgrades. The final highlight of this session was an overview of DevProMIS in Zimbabwe, emphasizing integrated components, data consolidation advantages, streamlined project management processes, and advice for the successful adoption of similar AIMS.
  • Session 2: Development Partner Perspectives  October 18
    In this session, the speakers delved into a retrospective analysis of aid effectiveness, examining the positive changes from the Busan Partnership, the Paris Declaration, and the Accra Agenda for Action.  The forward-looking segment of the session focused on UNDP’s transition to Development Finance Management Information Systems (DFMIS), utilizing Open Budget Portals, and ensuring donor-specific needs are met within AIMS. 

  • Session 3: Technology in Action – October 19
    This session was dedicated to showcasing how technology, exemplified by Synergy DAD, addresses challenges identified by government counterparts, ultimately enhancing transparency and accountability. The Synergy DAD demonstration unfolded in a problem-solution format, covering critical aspects such as the project list, contract list, activities, schedule, financial components, and reporting.

Meet us at Annual EACJ Judicial Conference 2022

Synergy International Systems is excited to participate in the 2nd Annual EACJ Judicial Conference in Kampala, Uganda on October 26-28, 2022.

The Judicial Conference under the theme, Transforming Access to Justice in the East African Community aims to promote high-level conversations and discussions on legal and judicial issues including emerging jurisprudence, and issues affecting courts and court users. It will serve as a platform for information sharing among judges, judicial officers, and other court users in the region.

The Synergy team will join participants from the seven East African Community Partner States. Attendees will include chief justices, ministers of justice, attorneys general, ministers in charge of EAC affairs, judges from regional and national courts, heads of EAC agencies, legal practitioners, and representatives of civil society and the private sector.

On the second day of the conference, Davit Mkrtchyan from Synergy will moderate the panel discussion Modernization of Courts: Shared Experiences on the Digitization of Courts. From discussing the role of national courts in solving cross-border trade disputes to the power of the Internet, the panel discussions will delve into some of the most pressing issues for the justice sector.

Meet us at CMJA Conference 2022

In early September, Synergy will meet justice experts, industry partners, peers, and judiciary officials at the CMJA 19th Triennial Conference that will take place on September 4-9 in Accra, Ghana.

The conference will welcome visitors from around the world this year, with the theme of ‘Access to Justice in a Modern World’. It offers an opportunity for judges and magistrates to share experiences, knowledge and innovations in dealing with the present challenges.

Africa has always been an important market for Synergy. And it comes as no surprise that we will use this opportunity to showcase Synergy eCase, its enhanced digital justice offering.

Synergy eCase enables justice institutions to modernize case record management, improve case processing and expand citizen access to justice. This results in promoting public trust in the justice system. It offers a rapidly customizable toolkit designed to support case filing and administration, document management, case scheduling and tracking through workflow management and case data analysis.

Later in October, Synergy will also attend the International Association for Court Administration Helsinki Conference on October 17-20, 2022 where we will discuss the people-centred justice in the new normal.
