Synergy is pleased to announce the signing of the contract and commencement of work on the development of the social protection Management Information System (MIS) for the Ministry of Social Affairs and Labour of Haiti (MAST). In November 2023, following a rigorous tendering process, Synergy, in collaboration with the consulting firm Papyrus, was chosen to undertake this important project.

In 2021, MAST launched the “Adaptive Social Protection Project for Increased Resilience” (Projet de Proteccion Sociale Adaptive pour une Resilience Accrue, PSARA) aimed at promoting its strategic and operational objectives as outlined in the National Policy for Social Protection and Promotion (PNPPS). This cash transfer program aimed to establish an adaptive safety net system to effectively respond to shocks. The program also includes a shock response component, as well as accompanying measures such as financial inclusion as well as health, hygiene and nutrition. With this initiative, MAST issued a call for proposals to select a provider to supply a digital tool for automating, managing, and facilitating social transfers.

The project envisions rolling out the social safety net Klere Chimen, which aims to assist vulnerable households with children under the age of five, expectant mothers, or individuals with disabilities by addressing their immediate food needs.

The process of digitalizing operations associated with the service delivery chain of the Klere Chimen program entails creating an integrated MIS. This system will be designed not only to expand but also to accommodate the requirements of potential future national programs. The MIS will be equipped to communicate with payment solutions provided by financial service providers, streamlining social transfers to the project’s target demographics, especially those most in need.

In 2021 and 2022, the World Food Programme (WFP) and MAST conducted comprehensive research both domestically and internationally. Drawing upon the comparative analysis of systems in countries facing similar socio-economic and human development challenges as Haiti, MAST has pinpointed the critical success factors for an MIS tailored to Haiti’s context.

This notable project will leverage the robust capabilities of Synergy Auxillium – Synergy’s proprietary social protection product. To be implemented in French, the project will mark a significant milestone in the Caribbean region, complementing to other social protection solutions developed by Synergy in the Bahamas, Barbados, Trinidad and Tobago, among others.

In an effort to enhance social assistance delivery and bolster the overall welfare of its citizens, the Government of Saint Vincent and the Grenadines has partnered with Synergy to implement the Social Assistance Management Information System (SAMIS). The initiative is part of the Human Development Service Delivery Project, supported by the World Bank.

The Human Development Service Delivery Project, a key priority for the Government of Saint Vincent and the Grenadines, aims to improve the quality and efficiency of service delivery in education, enhance the administrative capabilities of social assistance programs, and strengthen labor market systems within the country.

Recognizing the need for a comprehensive social protection system, the government has entrusted Synergy with the task of designing, supplying, and installing SAMIS powered by Synergy’s proprietary product – Auxilium. As a cutting-edge platform, SAMIS will serve as a unified framework for managing various social assistance programs, including Social Protection, Child Development, Gender Affairs, Youth Development, Co-operative and Community Development, as well as Housing and Informal Settlements.

The implementation of SAMIS was officially initiated in June 2023 with a two-week needs assessment mission led by Synergy Auxilium Program Director Lilit Gasparyan and Project Manager Lia Harutyunyan. During this crucial phase, the Synergy team collaborated closely with government officials and key stakeholders to understand the specific requirements and challenges faced by the country’s social assistance programs.

In March 2023, the Barbados Ministry of People Empowerment and Elder Affairs (MPEA) plans to launch the PULSE-MIS, the National Social Protection System.

Synergy Auxilium Project Manager Hayk Vardanyan and Program Director Lilit Gasparyan traveled to Barbados for PULSE-MIS system training to prepare for this launch. Over 100 future PULSE-MIS users and system administrators were trained during the sessions which spanned three weeks.

The PULSE-MIS supports 20+ social protection programs across Barbados, providing monetary benefits for education, food, legal services, utilities, and childcare. The system also supports programs for senior citizens, those in need of at-home care, and emergency relief.

The PULSE-MIS has been integrated with the Electoral Boundaries Commission, allowing for cross-validation of beneficiary information, ensuring transparency and data integrity throughout the lifecycle of social protection programs. The system has also empowered the full unification of all social assistance business processes within the Ministry, streamlining the creation, approval, and service delivery of all programs. A public portal has also been developed, providing further transparency into the scope and operations of social protection for all citizens.

Synergy will continue to provide technical support for the PULSE-MIS through its pending national launch and seek to identify areas for further system development in tandem with the MPEA.

Synergy has begun work on a new National Social Protection Project in Barbados, where we will develop a Social Safety Net Management Information System (PULSE MIS) for the Ministry of People Empowerment and Elder Affairs (MPEA).  The PULSE MIS will serve as a unified system for the application, processing, and distribution of all social assistance programs across various government agencies.  The project is funded by the Inter-American Development Bank (IDB) as part of the Strengthening Human and Social Development in Barbados Program, and as part of the United Nations Universal Adaptive Social Protection Program to Enhance Resilience in the Eastern Caribbean.

In late 2020, the Government of Barbados began a national re-organization of its social protection services.  Currently, benefits such as cash transfers, COVID-19 emergency assistance, food vouchers, and childcare benefits are delivered through different ministries, each with its own delivery systems.  This GOB, IDB, and United Nations effort will result in a simplified process for the most vulnerable people in Barbados to apply for and receive benefits.  Armed with the PULSE MIS, the GOB will be able to measure the social and economic outcomes of its investments in people, tracking beneficiaries’ graduation from social protection programs over time and giving the GOB data-driven insights to inform policy.

The Synergy team of Systems Analyst Ali Abdullah and Social Protection MIS Specialist Tim Lann traveled to Barbados during the first week of October to launch the project with MPEA and other Government of Barbados (GOB) agencies.  Synergy will assist the GOB in centralizing and digitalizing the delivery of all social protection benefits in the country.

In the Caribbean, Synergy is also working with the governments of The Bahamas and Trinidad and Tobago to strengthen the national social safety net through information technology. Over the past decade, Synergy has crafted a software solution, recently rebranded as Auxilium, that is designed expressly for the social protection sector.

In July 2020, Fujitsu Caribbean (Trinidad) Limited and Synergy International Systems as a consortium member were awarded the contract by the National Information and Communication Technology Company Limited on behalf of the  Ministry of Social Development and Family services (MSDFS) to implement Social Services Management Information System (SSMIS).

Similar to other relevant MIS and Payment System solutions created by Synergy, the SSMIS will assist the Ministry in effectively managing information on beneficiaries of social protection programs, generating transfer payments and distribution of assistance to the beneficiaries, as well as monitoring processes and outcomes to identify key operational challenges and success factors for better decision making.

The new SSMIS is intended to replace the existing systems and databases functioning in the MSDFS by providing the unified platforms for all social programs and related activities, from intake of the beneficiaries, throughout the approval of the applications and social payments, payment reconciliation and capturing follow-up site visit information and reports.

It is planned that the new system will streamline and automate the current processes within the MSDFS, allowing to minimize the delays in data collection and processing.

Synergy International Systems, Inc. and the Department of Social Services of the Ministry of Social Services and Urban Development (MoSSUD) of the Bahamas organized capacity-building sessions for local social workers to use Synergy’s ProMIS solution (Social Protection Information System) for delivering social assistance to the beneficiaries. The training was conducted by Project Managers Ms Lia Harutyunyan and Ms Diana Gurzadyan and was attended by more than 50 participants from MoSSUD.

The five-day online training session for MoSSUD social services representatives of the Bahamas explored the capabilities of the Social Protection MIS (ProMIS) and effective practices in quality social service delivery through the automated management information system.

In his welcome speech, Minister of Social Services and Urban Development, The Hon. Frankie A. Campbell said:

“I am satisfied and I assure you that no matter how advanced we become technology-wise, the role of a social worker will not change. We will introduce technology that will free up and enable social workers to do what they have been trained to do. Our objective is to go from a 100% paper-operated business to a 100% paperless-operated business. ProMIS is a double-edge software. It is going to relieve you from paper shuffling to enable you to do your work as social workers. ProMIS is also going to keep you honest.”

ProMIS is a web-based information management system that aims to provide social workers with the tools to organize, evaluate and efficiently manage clients of the Department of Social Services within their portfolios, eventually leading to an increased effectiveness of the Ministry’s daily operations.

Synergy started the implementation of ProMIS for MoSSUD of the Bahamas in 2016. In 2020, the system expanded to cover 13 social assistance programmes, including COVID-19 assistance food programme. It also automates processes such as targeting, enrolment, payment, case management, and appeals. The system is equipped with a crisis response module to provide food coupon assistance in case of an emergency and disaster, as well as advanced tools for reporting and analysis. The web portal is implemented for the beneficiaries to apply for social services online, without the need to visit social centres. The same portal can be used to track the application status, collect food coupons and submit complaints.

In response to the economic devastation in the Bahamas caused by the COVID-19 pandemic, Synergy International Systems, Inc. is developing an online system that will enable Bahamians who lose their jobs because of the disaster to apply remotely for emergency unemployment benefits and food vouchers — something that before could only be done in person. The country faces a massive unemployment crisis as its tourist industry has been severely weakened by the pandemic.

This emergency response is part of a broader partnership between Synergy and the Ministry of Social Services and Urban Development of the Bahamas to strengthen the management of the country’s social safety net system through information technology. Last month, the two sides signed a contract to revamp and expand the IT system for administering social safety net programs, including ones set up in response to the 2019 Hurricane Dorian.

Synergy has a long track record of helping countries and the international community respond to humanitarian crises. In the aftermath of major natural disasters such as the 2005 Indian Ocean Tsunami, the 2010 Haiti Earthquake, and the 2013 Philippines Typhoon Yolanda, Synergy enabled disaster-affected governments and their partners to track the flow of aid money and monitor the progress of recovery efforts.

Held in October 20-23, 2019, the Forest Summit hosted a group of keynote speakers and panelist – global leaders and researchers in the field of forestry and reforestation – from Armenia, Israel, Kenya, Lebanon, the United States, as well as representatives of international organizations such as the UN Food and Agriculture Organization’s Green Climate Fund and WWF. Mr. David Kocharov, Synergy’s Vice President, was among the panelists.

Two batches of trainings with total of 140 participants were conducted for the staff of the Philippines’ Department of Social Welfare and Development in Manila and in the field office of Cagayan de Oro.

The training sought to guide the Ministry of Welfare employees in managing the system. Synergy’s Project Manager Diana Gurzadyan conducted in-depth trainings on various aspects of the anticipated system, including beneficiary registration and tracking, eligibility scoring, reporting, and general system administration. The system is planned to be launched before the end of 2018.

Synergy was awarded the project for the development of the Modified Conditional Cash Transfer (MCCT) Program through a UNICEF competitive international bidding in January 2018. It is a sub-component of the bigger Conditional Cash Transfer Program (Pantawid Pamilyang Philipino Program). The MCCT covers families who do not qualify with Pantawid or other Programs due to the fact they do not meet the minimum requirements – (1) homeless street families (2) Indigenous People in Geographically Isolated and Disadvantaged Area (IPs in GIDA) and (3) families needing special protection (FNSP).
