We are pleased to announce that Rwanda has been honored with the inaugural  Commonwealth Access to Justice Innovation Awards. The award recognizes Rwanda’s exemplary efforts in enhancing access to legal services for vulnerable populations through two pioneering initiatives: Abunzi (Mediators) Committee Project and the Integrated Electronic Case Management System (IECMS).

These innovative projects have contributed to Rwanda’s pursuit of Sustainable Development Goal (SDG) target 16.3, which aims to ensure equal justice for all. The IECMS, launched in 2016, has revolutionized the judicial process by automating procedures and enabling efficient information sharing among institutions, thereby accelerating the delivery of justice.

The awards were presented to Rwanda’s Minister of Justice, Dr. Emmanuel Ugirashebuja, by Patricia Scotland, the Secretary General of the Commonwealth, during the 2024 Commonwealth Law Ministers Meeting (CLMM) held in Zanzibar from March 4-8, 2024.

Dr. Ugirashebuja shared his thoughts on the importance of innovation in the realm of justice. He emphasized the goal of ensuring widespread access to justice and the provision of appropriate means for resolving disputes. He acknowledged the instrumental role of technology in achieving these objectives, noting that the receipt of the award was a welcome acknowledgment of their efforts and success in this domain.

Synergy strongly appreciates the long-term partnership with the Ministry of Justice of Rwanda. This award marks a significant milestone in the collaborative efforts to enhance access to justice.

Synergy International System announces its intention to open a representative branch in Kigali, Rwanda, in 2019. This decision comes in line to Synergy’s long-term commitment to supporting Rwanda’s growth and modernization.

Within Synergy’s collaboration with the Rwandan Government, Dr. Ashot Hovanesian, PhD, CEO and Founder, visited Rwanda from January 28 to February 1, 2019, along with Synergy’s IECMS project Manager Khachatur Matevosyan. The visit included official meetings with Rwandan Minister of Justice Mr. Busingye Johnston and Chief of Justice Prof. Sam Rugege to discuss further engagement and cooperation scopes.

“Rwanda is a priority country for our organization and remains a focal point in our long-term strategic partnership plans, mainly due to the fact that in a mere two and a half decades the country attained high levels of social and administrative development,” says Dr. Hovanesian.

“Synergy’s new offices in Kigali will enable our company to be even more involved not only in Rwanda’s transformation into a regional hub, but also to play an increasingly active role in the development of Africa,” adds Dr. Hovanesian.

Since 2014, Synergy International Systems has been developing Rwanda IECMS (Integrated Electronic Case Management System), an award-winning unifying platform that automates judicial processes and serves as a customized single point entry for recording, securing, and efficiently sharing information among all institutions within the Justice Sector.

The IECMS is one of the largest systems operating in the country and digitizing its entire justice sector. “IECMS handles full case life-cycles for both civil and criminal processes from the very first incident reporting up to the last detail of enforcement of orders”, says Mr. Matevosyan.

It is worth mentioning that Synergy’s trip to Africa included visits to Tanzania and Kenya, where Synergy delegation discussed the advancement of existing projects

Washington, DC – July 13, 2017 – The Integrated Electronic Case Management System (IECMS) developed for the Government of Rwanda by Synergy received a prestigious 2017 Top Ten Court Technology Solution Award at the 8th International Conference organized by the National Association for Court Management and the International Association for Court Administration in Washington, DC.

The conference theme, “Excellence on a Global Scale”, reflects the commitment of both NACM and IACA to the worldwide improvement of the administration of justice. The conference brings together hundreds of judicial administration professionals, judges and technology companies around the world to network and share the experience on how to effectively overcome the challenges of the justice sector and strengthen the rule of law.

Rwanda’s Minister for Justice – Mr. Johnston Busingye welcomed the recognition, saying the system was designed and developed to match the country’s legal system.

“It is deployed in all courts and prosecutions across Rwanda. All court users access the courts through this system. The recognition validates our work and commits us to double our effort,” he said.

Rwanda IECMS is a sector-wide platform connecting all justice government institutions involved in the provision of justice, including Rwanda National Police, National Public Prosecution Authority (NPPA), the Judiciary, Rwanda Correctional Services, and the Civil Litigation Service. It is available nationwide and is utilized by thousands of Rwandans every day, improving access to justice and improving court efficiency. A case study of the IECMS has been published as part of the IACA Journal.

Synergy International Systems has been working on this project since 2015 after being selected by Ministry of Justice through an international competitive bidding.

Vienna, Virginia, USA – 04 August, 2014 – Rwanda’s process for coordinating the many international NGOs working in the country is about to get a major overhaul. Rwanda’s Directorate General of Immigration and Emigration (DGIE) has engaged Synergy International Systems, Inc., a leading Washington, D.C. area software firm, to develop an Integrated INGO Database in order to better manage efforts to fight poverty and foster socioeconomic development.

The INGO Database, based on Synergy’s IDM™ platform, will enable DGIE to manage critical data on INGO projects in the country and also automate key areas of its interaction with INGOs. With a more complete picture of NGO activities and results around the country, DGIE will be able to identify gaps and overlaps in INGO efforts and improve the effectiveness of projects. This marks Synergy’s second project in Rwanda, alongside the Development Assistance Database (DAD) Rwanda operated by the Ministry of Economy and Finance (MINECOFIN), supported by UNDP. DAD Rwanda  is now recognized as an example of global best practices in how governments can use the DAD software product to set their development agenda, and promote transparency and accountability in international development efforts.
