In a remarkable move towards improving aid management and transparency through technological advancement, the Seychelles government has launched an Aid Information Management System (AIMS) designed and implemented by Synergy. This cutting-edge system streamlines aid coordination, improves decision-making, and strengthens accountability in the allocation and use of foreign funds.

Seychelles, a beautiful archipelago nation in the Indian Ocean, has long been a recipient of development assistance from various international donors and organizations. While aid plays a vital role in supporting the country’s development goals, effective management and coordination have often posed challenges. To address those challenges, the Seychelles government commissioned Synergy for the design and development of AIMS in February 2023. This project aligns with Seychelles’ objective of achieving economic stability after the COVID-19 pandemic and is closely linked to AfDB’s Crisis Response Budget Support (CRBS) initiative.

Powered by Synergy’s IDM 8 platform, the AIMS project enhances Seychelles’ capacity to attract and manage international funds. It addresses gaps in aid management by creating a centralized repository for foreign aid data, promoting transparency in public resource management, and supporting the CRBS objectives of fiscal consolidation and debt management. The project focuses on strengthening the government’s aid management function, establishing a central database for foreign grants, improving aid data coordination, and enhancing the government’s capacity for balanced financing and payment obligations over the medium-to-long term. Synergy’s low-code technology reduces transaction costs and ensures sustainability through an enhanced country system.

This initiative represents a significant step forward for Seychelles in its post-COVID economic recovery strategy. It reaffirms the commitment to sound fiscal consolidation and efficient aid management. During a meeting with the Ministry of Finance on December 15, 2023, officials emphasized the crucial role of AIMS in managing a major aid donation following a recent disaster in early December.

Government officials responsible for aid management use essential AIMS modules such as Projects, Contracts, Donor Profiles, Foreign Donations, and Reporting to monitor data related to various sectors. These sectors include Finance, National Planning and Trade, Foreign Affairs, Agriculture, Climate Change, and Environment. Through these modules, stakeholders record the details of the foreign funds received, allocate those funds across different projects implemented in the country, select donors, implementers, and contractors for those projects, track the project implementation, and generate various analytical reports based on the data in the system.

As end users start to use the system, Synergy remains dedicated to providing technical support for AIMS. Recognizing the system’s critical role in advancing aid management capabilities, Synergy pledges ongoing assistance to ensure a seamless and effective use of the system. The commitment extends beyond the initial implementation phase and focuses on continuous enhancements, addressing emerging needs and facilitating user training.

The AIMS project is Synergy’s 37th Development Assistance Database (DAD) and showcases the company’s commitment to employing technology for good.

Shortly after the devastating earthquake of January 12, 2010, Synergy built an online platform that serves as the one-stop-shop for information on Haiti’s post-earthquake recovery. This endeavor is being carried in partnership with UNDP, the Office of the UN Special Envoy for Haiti, the Government of Haiti, and Development Gateway.

The Haiti Reconstruction Platform is intended to help the Government of Haiti lead the reconstruction process based on timely and accurate information. It will also be used by donors to coordinate effectively their activities and align them with the Haitian government’s needs and priorities. As an online, publicly accessibly tool, the Platform will promote accountability and transparency by allowing the media, researchers, and the general public to know how reconstruction funds are being spent

  “We see this tool as an important and critical component of Haiti’s reconstruction process,” said UN Resident Coordinator Nigel Fisher on the UN News Centre. “We believe it addresses all the concerns of the international community as to how the funds will be spent, by whom and for what. It also provides a portal through which the people of Haiti can monitor use of the funds and hold their elected representatives accountable for how those funds are spent.”

Synergy used its latest technology to make the platform user-friendly and visually and analytically rich. The platform is powered by Synergy’s Portal technology, Analytics (charts GIS maps, tables, reports), and Dashboard.

According to Dr. Paul Farmer, UN Deputy Special Envoy for Haiti, “This ground-breaking aid tracker is creating transparency and accountability around donor commitments, presenting accurate data on pledges and disbursements. For the first time, the Government of Haiti, its partners, and especially its people–the intended beneficiaries and end-users of these resources–have direct access to updated information and statistics on donor funding. There is a historic opportunity to build back better in Haiti, and this tool– which democratizes accountability, putting information in the hands of those most directly affected–is a key element of our approach.”

For the March 31st international donors’ conference on Haiti’s post-earthquake recovery, Synergy developed the first ever online system for reporting and presenting pledges. This tool enabled donors to submit pledges before the conference through electronic forms, and it also allows them to revisit their forms and update their pledge information.

Synergy also created a user-friendly and visually-captivating live feed that projected pledges in real-time on a large screen at the conference as they were being announced or updated.

This endeavor was groundbreaking in three important ways. First, it was the first time that donors submitted written pledges prior to and during a conference. Second, it was the first time that individual pledges were projected in real-time during a conference. Lastly, for the first time in the history of donors’ conferences, accurate pledge figures were released to the world media and public on the day of the conference.

Leading up to and after the conference, Synergy worked closely with the Pledge Support Group, the UN team created expressly to ensure the accuracy of pledge information. The entirety of pledge data is the Haitian government’s online portal on recovery and development.

  “Work intensity peaked during the two weeks before the conference, with constant interaction between UNDP, the OSE and the Synergy team,” said Elizabeth Fong, UNDP’s Senior Advisor on Haiti. “Synergy accommodated all requests received for changes to the modules, however small or large, even two days before the conference day, and the responses were always quick and cordial, regardless of time of day or night. The team never lost sight of the target, which was to deliver a high quality, innovative, visually attractive and user-friendly product. It succeeded in doing so.”

This innovative initiative was led by the UNDP, the UN Office of the Special Envoy for Haiti, the U.S. State Department, and the Government of Haiti.

The Third High Level Forum on Aid Effectiveness, held in Accra, Ghana, from 2-4 September 2008, convened 1700 international development policymakers and practitioners from governments, donor agencies, NGOs, private foundations and the private sector to review progress made to date on implementing the Paris Declaration on Aid Effectiveness. A testament to public-private partnership, Synergy’s President & CEO, Mr. Ashot Hovanesian and Aid Management Advisor, Mr. Richard Bradley attended the Accra Summit and participated in a number of workshops and plenary sessions on the global aid effectiveness agenda. A number of country delegations requested presentations of the Development Assistance Database (DAD) and its key extensions (for example, the Monitoring & Evaluation module), which led to productive discussions on the expanding use of the DAD to pressing needs of developing countries.

For example, Mr. Hovanesian and Mr. Joseph Lelang, Papua New Guinea’s Secretary of the Department of National Planning and Monitoring (DNPM), discussed the potential implementation of the DAD in Papua New Guinea. After the summit, Synergy, DNMP, and the UNDP office in Papua New Guinea partnered up to put in place a DAD and an Aid Effectiveness Web Portal in that country, both of which were officially launched by the Government of Papua New Guinea on 19 January 2009. Moreover, several countries where the DAD is currently operational (such as Central African Republic, India, and Iraq) presented “DAD Case Studies” in the Marketplace of Ideas that illustrated how successfully customized aid management systems can significantly advance the process of making aid more effective.

Notably, Ms. Reetu Jain, deputy director of the Department of Economic Affairs (DE) at India’s Ministry of Finance, made a presentation of the DAD that Synergy developed and customized specifically for the Government of India, in close cooperation with the United Nations Development Programme (UNDP). Called the Coordination Decision support System (CDSS), this comprehensive Web-based aid management system provides a full picture of all development aid to India and thus makes government officials better placed to align external aid with India’s national development priorities.

In her presentation, Ms. Jain highlighted that CDSS, which is fully integrated with the Government’s Financial Management System, supports the Government of India in effectively managing development aid and promoting the accountable and transparent use of resources. In addition, CDSS has also greatly improved the efficiency and coordination of donor activities in India and thus promotes good governance, transparency, and accountability. A key lesson learned from this project is that effectively combining high levels of political support and good technical assistance is a key success factor.

The Development Assistance Database (DAD) Vietnam was launched by Synergy International Systems through the Ministry of Planning and Investment (MPI) and the United Nations Development Programme (UNDP) Vietnam.

The Ministry of Foreign Affairs reported that the MPI Deputy Minister Cao Viet Sinh spoke on the need for the DAD Vietnam by stating, “it is significant not only to government agencies or donors involved, but also to aid beneficiaries.”  UNDP Resident Representative Subinay Nandy stated that the DAD was part of the overall ODA management effort to realize the commitments set forth in the Paris Declaration and the Hanoi Core Statement on Aid Effectiveness.

The DAD Vietnam will allow the government of Vietnam to track up-to-the-minute information on ODA commitments, disbursements, and project status.  The DAD will support ODA reporting, monitoring and evaluation, harmonization, and will enhance government and development partner accountability and transparency.

Historical data from the past decade of ODA has been released by UNDP to be included in the DAD.  This will facilitate monitoring and evaluation and aid tracking as Rwanda’s development partners look toward the future.
