Synergy International Systems participated at the 2018 the International Association for Court Administration (IACA) Conference held in Iguazu Falls, Brazil from 16-19 September 2018. More than 250 court administrators and justice sector officials from 40 different countries traveled to Brazil to attend the conference under the theme “the Rule of Law in a Multicultural World” focusing on 4 broad topic areas: Building Strong And Competent Institutional Frameworks; Providing Equal Access To Justice; Advancing Zero Tolerance For Corruption; and Innovative Technological Approaches.
Based on the unique experience of implementing national level Case Management Systems (CMS), Senior Program Manager Mr. Adam Watson presented on best practices for addressing risk factors in implementing Judicial Information System. Referencing Synergy’s experience of implementing the Integrated Electronic Case Management System (IECMS) in Rwanda, he addressed the challenges associated with various aspects of judicial information systems, including technology selection, implementation approaches, capacity constraints, public awareness, and local ownership.
As a result of the IECMS implementation, the 2018 World Bank Doing Business Report ranked Rwanda #1 in Sub-Saharan Africa on the Quality of Judicial Processes Index, which is based on a cumulative score for case management, cause automation, alternative dispute resolution, and court structure and proceedings. Rwanda scored a perfect 4 out of 4 for “case automation,” more than double the score for the average OECD high income country.
